libgtkglext1-ruby is part of the ruby-gnome2 source package, which Ubuntu currently uses unmodified from Debian. You can see the full changelog for ruby-gnome2 at https://launchpad.net/ubuntu/+source/ruby-gnome2/+changelog
That page documents that libgtkglext1-ruby was removed in the 1.0.0-1 release of ruby-gnome2 because it was deprecated by the ruby-gnome2 upstream developers (the deprecated libraries are listed in upstream’s README: https://ruby-gnome2.svn.sourceforge.net/svnroot/ruby-gnome2/ruby-gnome2/trunk/README)
